The state poll authorities under the guidance of the Election Commission (EC) have been asked to have a nationwide Special Intensive Revision (SIR) of the voter lists completed by September 30. The action follows the EC indicating that the SIR would commence as early as October or November to update and clean the electoral roll of the country.

The EC has previously stated the need to have all voter lists, published following the last SIR in each state, prepared in order to be scrutinized during a conference of chief electoral officers (CEOs) that was held earlier this month in New Delhi. The state officials were requested to complete the groundwork of the nationwide revision in the next 10-15 days in order to have smooth and extensive exercise.

The final SIR in the different states is the deadline of this revision. As an example, the voter list in Bihar in 2003 is being used as the point of reference in the intensive revision, whereas the other states have their previous SIR data between 2002 and 2004. Several states have already superimposed existing electors over the list of the last SIR, voter lists are available on the web sites maintained by the respective CEOs. An example of such is that the most recent SIR data of Delhi is available online and so are the voter lists of Uttarakhand of 2006.

The main goal of the intensive revision is to determine and eliminate foreign illegal migrants in the electoral list through checking their place of origin. This project is also extremely important in the terms of the current crackdowns of the illegal migrants to the states like Bangladesh and Myanmar.

The SIR exercise is especially relevant because Assam, Kerala, Puducherry, Tamil Nadu and West Bengal will have the assembly elections in 2026. The EC also seeks to promote the integrity of electoral process and enhance democratic governance within the country by having the right and updated voter lists.
