On Wednesday, the government also told the Rajya Sabha that the next Census of India 2027 will have a category of transgender-headed households as it gathers information concerning the sex of the head of the household. The relocation is expected to make the national population more inclusive and representative of the heterogeneous character of the country.

On a written response to the Upper House, the Minister of State of Home Affairs, Nityanand Rai stated that the Census would be done in two phases. The initial step will be on the Houselisting and Housing Census where enumerators will have to gather information on the housing conditions, household amenities, housing assets owned by families and other household specifications. Under this stage, the data gathered will also be in terms of the name and sex of the head of the household under three categories, i.e. male, female and transgender.

Rai included that the second round questionnaire, which is called Population Enumeration will be informed further. This phase will involve recording of details regarding all people residing in the country.

Enumerators will also visit all the enumeration areas on a door-to-door basis with the aim of collecting the necessary data to ensure that no household is left out. The citizens will also have an alternative of filling self-enumeration via online portal. Nevertheless, the officials will confirm such submissions prior to the finalisation of the data.

Another point made by the minister is that there are various protections that are installed to maintain the security of data. They are secure mobile data collection systems, encrypted transmission processes and secure servers. There will be comprehensive training of field members, including enumerators and supervisors, and the mobile application will also contain built-in validation checks that will help guarantee that the accuracy and consistency of the data within the Census will remain consistent.
