A significant racket of corruption by the officials of the Union Health Ministry, the National Medical Commission (NMC), intermediaries, and the representatives of several private medical colleges has been unearthed by the Central Bureau of Investigation (CBI). The fraud is based on the so-called misuse of the regulatory regime that defines the process of authorization and functioning of medical colleges in India.

According to the CBI, they filed an FIR that names 34 people, including eight officials in the Health Ministry, one official in the National Health Authority, and five doctors who were included in the NMC inspection team. The FIR also includes the names of high-profile people like D.P. Singh, Chairman of Tata Institute of Social Sciences; Mayur Raval, Registrar of Gitanjali University; Ravi Shankar Ji Maharaj, Chairman of Rawatpura Institute of Medical Sciences and Research; and Suresh Singh Bhadoria, Chairman of Index Medical College.

It was discovered that this networked entity had helped enter sensitive and confidential files without the permission to do so, and made copies of very sensitive documents, as well as relayed important regulatory information to other private medical colleges with the help of a series of liaisons. In place, authorities are claimed to have accepted large bribes to ensure that a good result is achieved by these institutions.

It will be noted that three physicians in the NMC inspection team were arrested on bribery of rupees 55 lakh, agreeing to give a positive report to the Rawatpura Institute in Naya Raipur. The FIR also asserts that the syndicate would notify medical institutions in advance of any inspections and the names of the assessors so that such institutions could create favorable conditions to ensure that their operations were compliant with regulations in the short run.

Health Ministry officials involved in the FIR are Poonam Meena, Dharamvir, Piyush Malyan, Anup Jaiswal, Rahul Srivastava, Deepak, Manisha, and Chandan Kumar. Such people are found to leak classified information by accessing sensitive files, taking photographs of inside notings, and more so, to earn financial gains.

The investigation is ongoing, and most arrests and revelations are yet to come.
