One of the bill being proposed to be tabled in Parliament next year would be focused on enhancing the artificial intelligence (AI) regulatory framework in India, following the suggestions of the Parliament Standing Committee on Communications and Information Technology. BJP MP Nishikant Dubey who is the chairman of the panel stated that the proposed legislation would concentrate on the AI safety frameworks, the policy guidelines and the regulation of the use of AI in news and social media in a stricter manner.
Dubey added that the main goal of the bill is to protect vulnerable groups of people in the society such as children, women and economically weaker groups, who would not be aware of the dangers of AI-driven technologies and would be more vulnerable to abuse and exploitation. He remarked that the bill will introduce more vigilantism regarding the application of AI tools on the digital fronts.
Among the most important suggestions that are being discussed is the expansion of the regulatory scope of Press Council of India (PCI) to the digital news media. Currently, the PCI is in control of print publications. The bill will also assist in expanding the coverage of the digital media. Another suggestion we might put forward is the establishment of new regulatory bodies to prevent the proliferation of misinformation in any form of media, especially in the case of misused AI tools.
Another issue that was raised by the BJP MP concerned the Over-the-Top (OTT) streaming platforms, claiming that they have become more and more sources of the obscene and vulgar. According to him, the suggested law will deal with the abuse of the freedom of expression and will be in line with issues that had been expressed previously by the Supreme Court. He said no human being must be permitted to abuse or to harass others by way of AI or social media under the pretext of the freedom of speech.
In light of claims that AI systems could be used to subvert the Indian values, Dubey showed no doubt that the social foundations of India were strong, so that the Indian-established values could not be easily shaken.
