On June 4, a fatal stampede occurred outside M. Chinnaswamy Stadium, leading to a state government probe and intensifying controversy. The Karnataka High Court, responding to a suo motu writ petition, intervened by demanding answers to nine crucial questions from the state government by June 10. The bench, consisting of acting chief justice V. Kameswar Rao and justice C.M. Joshi, sought clarification on the following:
- Who authorized the RCB victory celebration event?
- When and how was the decision to hold the event made?
- Did the organizers obtain the necessary permissions?
- What measures were taken to control traffic around the venue?
- What arrangements were made to manage the crowd?
- What medical and emergency facilities were available on-site?
- Was an estimate made of the number of attendees beforehand?
- Were the injured given prompt medical aid at the venue? If not, why?
- How much time elapsed before the injured were transported to hospitals?
Additionally, the High Court also inquired about the existence of a standard operating procedure (SOP) for managing large gatherings exceeding 50,000 people at sporting events and public celebrations of this magnitude.
Lack of Communication Cause of Stampede?
Of the many things that went wrong on June 4, when the stampede occurred during the victory celebrations of Royal Challengers Bengaluru (RCB), tragically killing 11 persons, the most important one was glaring gaps in social media communication. Throughout the day, various updates that were put out by the social media page of RCB conflicted with the communication provided by the Bengaluru City Police (BCP) and Bengaluru Traffic Police (BTP), leading to confusion among fans.
