A high-level multi-disciplinary committee has been constituted by the Ministry of Civil Aviation to investigate the recent Air India crash that claimed the unfortunate lives of all the 241 people on board. The committee, which is led by Union Home Secretary Govind Mohan, has been mandated to provide a detailed report in three months’ time.

The panel also consists of the senior officials of the central and state government not lower than the rank of joint secretary, including the officers of crucial departments like the Ministry of Civil Aviation, the Gujarat Home Department, the State Disaster Response Authority, the Bureau of Civil Aviation Security (BCAS), the Directorate General of Civil Aviation (DGCA), the Intelligence Bureau (IB), the Directorate of Forensic Science Services, the Indian Air Force (IAF), and the office of the Commissioner of Police, Ahmedabad.

As per the official order released late Saturday, the committee would focus on a systematic analysis of all kinds of factors that may have led to the crash, which comprises mechanical failure, human error, unfavourable weather conditions, and lapses in regulations. It will also assess the emergency response of the state and central agencies, rescue, and inter-agency coordination.

All the appropriate records, such as flight data and cockpit voice recorders, aircraft maintenance records, air traffic control (ATC) communication records, and witness statements, will be available to the committee. It will visit the sites and talk to pilots and air traffic controllers of Air India, among other stakeholders, in the incident.

Although this committee will not replace other technical and regulatory investigations that are going on, its primary aim is to develop better standard operating procedures (SOPs) that will prevent and/or manage such incidents in future in a better way. The panel shall also refer to the international best practices to give its recommendations regarding the changes to be made on operational, training, and policy levels so that the safety and post-crash response in the civil aviation ecosystem of India can be improved.
