SHIMLA/DELHI – A high-voltage jurisdictional clash between the Delhi and Himachal Pradesh police forces finally concluded early Thursday morning. The 24-hour stalemate ended as a Delhi Police Special Cell team was permitted to leave for the national capital, carrying with them three arrested Youth Congress activists.

The confrontation began pre-dawn on Wednesday when Delhi Police personnel in plain clothes raided a resort in Rohru, Shimla district. They detained three individuals—identified as Saurav, Arbaaz, and Siddharth—in connection with a “shirtless protest” that occurred during the AI Impact Summit at Bharat Mandapam last week.

Kidnapping FIR and Highway Drama

The situation took a sharp turn when resort management filed a complaint alleging that “unidentified men” had kidnapped their guests and seized CCTV DVRs without documentation. In response, the Shimla Police registered an FIR for kidnapping and theft against the Delhi team.

What followed was a series of dramatic interceptions:

  • Dharampur: Himachal Police first intercepted the Delhi convoy, questioning the legality of the interstate arrest and the lack of local coordination.
  • Shoghi Border: Heated arguments broke out as state authorities barricaded Delhi Police vehicles, demanding the keys and the return of digital evidence.
  • The Midnight Remand: After undergoing medical examinations, the parties appeared before Additional Chief Judicial Magistrate (ACJM-II) Ekansh Kapil at 1:30 AM. The court granted the Delhi Police transit remand, providing an 18-hour window to transport the accused.

Resolution

Despite the court order, the standoff persisted at the Shoghi border until 5:55 AM on Thursday. Shimla Police initially demanded that some Delhi officers stay behind to join the kidnapping investigation. The impasse was resolved only after the Delhi team shared a formal seizure memo of the digital evidence, though they refused to hand over the physical hardware.

The three activists, including the alleged conspirators of the February 20 protest, are now being produced before a Delhi magistrate. This rare “cops-versus-cops” showdown has sparked a political firestorm, with the BJP and Congress trading barbs over “police anarchy” and jurisdictional overreach.
