Punjab Police Deputy Inspector General (DIG) of Police, Harcharan Singh Bhullar, is at the centre of a huge controversy following his arrest by the CBI over an alleged bribery demand of ₹8 lakh from a scrap dealer.

The 2009-batch IPS officer was arrested in the afternoon from his office in Mohali, Punjab, where CBI officers caught him allegedly accepting a bribe of Rs 5 lakh following a complaint lodged by a dealer in Mandi Gobindgarh in the state’s Fatehgarh Sahib district.

 The CBI said the officer was caught demanding and receiving bribes through this intermediary to “settle” a criminal case filed against a local businessman, and had been soliciting recurring monthly payments.

The Complaint And The Operation

The case was registered by the CBI on Thursday, following a written complaint submitted five days earlier by a scrap dealer called Akash Batta in Punjab’s Fatehgarh Sahib. The complainant alleged that DIG Harcharan Singh Bhullar had been threatening to implicate him in a fabricated case related to his business operations unless he paid Rs 8 lakh as an initial bribe, followed by monthly “settlement” payments.

A recorded WhatsApp call between Bhullar and middleman Kirshanu exposed the Ropar DIG’s offence. In their conversation, Bhullar is heard saying, “8 fadne ne 8 (Collect ₹8 lakh from him)”. He then says, “Jinna denda nal nal fadi chal, ohnu kehde 8 kar de pura (Collect whatever he gives and ask him to give ₹8 lakh in total).”
