Jammu and Kashmir Chief Minister Omar Abdullah presented the first budget for the Union territory in August, since the state’s abrogation of Article 370. Abdullah had spoken before the budget session, during which he said J&K is at the “threshold of the new era of peace and prosperity” after three decades of turmoil.

Expressing his gratitude for Prime Minister Narendra Modi, Union Home Minister Amit Shah and Union Minister of Finance Nirmala Sitharaman who have been helping in our developmental undertakings in that region, Abdullah was as he presented the budget. According to him, their contribution has been instrumental in the promotion of economic growth, infrastructure development and social welfare programmes in Jammu & Kashmir.

It is a historic moment in the sense that the last budget was presented in 2018 by the previous coalition PDP-BJP government of Jammu and Kashmir. After the abrogation of Article 370 on August 5, 2019, J&K was restructured, and Ladakh was carved out as a separate Union Territory. Since then, they had been dealing with the financial affairs of J&K at the Union government level.

In his speech, Abdullah focused on key aspects of priority, namely empowerment of youth, development of women, and NPF for regional disparities. He reiterated the government’s commitment to push for returning J&K’s statehood, a longstanding demand of political leaders and people of that region.

Strategic allocation of the budget has been planned for the development of infrastructures, job generation, and suitable social welfare schemes for fast tracking the economic progress of J&K. He assured that his government would concentrate on inclusive growth that will dole out benefits of ongoing and future developmental initiatives to all that make up society.

This is taken to be an important step not only in J&K’s political but economic transition as well, presenting the presentation of this budget as a push for introducing closer control over the region and its politics.
