On Monday, Mizoram Chief Minister Lalduhoma announced that the state government will offer pensions to government employees who cannot discharge their duties for various reasons when they are no longer fit and volunteer to quit. This is under the Special Voluntary Retirement Scheme (SVRS).
Service review committees are being formed all across government departments to identify employees unable to do their jobs because of health and other personal issues, and to benefit from the scheme. The Chief Minister pointed out that the drive is not an effort to discharge employees but an opportunity for them to go away with an honourable exit through voluntary pension.
Thus our government introduced a special voluntary pension scheme for employees. If there is someone who is no longer fit to work, this scheme is expected of any employee. Lalduhoma said such a measure is a dignified alternative and not a punitive measure. Next, he emphasized that strong governance is possible only through improvement in government service quality.
The habit of government employees hiring proxies for work has been strictly curbed by the Zoram People’s Movement (ZPM) government, ever since it assumed office in December, 2023. The results of a government survey showed that 3,365 employees across 44 departments took to proxy hiring, with more than 2,000 saying health reasons and 703 untethered to some domestic problems.
The Mizoram government had already directed these employees to return to their original postings within 45 days. As far as Lalduhoma is aware, no reports are standing before the assembly of proxy hiring but those taking part will be dealt with firmly.
Mizoram Special Voluntary Retirement Scheme, 2024 provides for voluntary retirement of employees under the CCS (Government) Rules, 1972 who have completed 20 years of service, or the employees covered with the Mizoram New Defined Contributory System, 2010.
