The Union Cabinet has recently approved a path-breaking ‘One Nation One Subscription’ scheme, which is a central scheme to transform the access of scholarly research to the students, academicians and researchers of India. Through this scheme, nearly 2 crore people, out of which 1.8 crore are students, teachers and researchers from more than 6300 institutions, will be able to read the latest research articles and academic journals through a centralized, fully digital system.
This entry, launched by the Department of Higher Education, aims to ease the timetable for the acquisition of academic resources for institutions of higher learning and government-operated research and development laboratories. To this end, the government is in the process of creating a single gateway through which institutions can easily get access to world-published research works. The Anusandhan National Research Foundation (ANRF) will perform this function to also ensure that authors from India have their research incorporated into the program.
The scheme has been funded up to three calendar years for 2024-25 to 2027-28 with an earmarked budget of ₹ 6000 crore. This substantial investment can only underline the government’s long-term goal of developing a culture of research and innovativeness in India. The scheme will be coordinated and implemented by INFLIBNET, an inter-university centre that operates under UGC to support higher learning institutions in India.
This “One Nation One Subscription” program extends the Union government’s recent initiatives to improve access to higher education and research. The scheme to open up access to scholarly publications envisages the enablement of the researcher, enhanced academic results and generation of a scientific attitude considerate of the directive principles of the Indian Constitution.
This national subscription model is expected to have tremendous effects on the enhancement of the quality of education and research work, nurture innovations in multiple fields, and make India a leader in academics and science.
