Raipur: There is good news for those planning to buy a ‘second-hand car’ in Chhattisgarh. Under the instructions of Chief Minister Bhupesh Baghel and the guidance of Transport Minister Mohammad Akbar, a new rule is being brought by the department, with the help of which the identification of the dealer and vehicle will now be easier. Along with this, it will help in curbing the fraudulent purchase and sale of stolen vehicles.
Keeping in mind the advantages of buying and selling second-hand vehicles and to make it transparent, the Transport Department of Chhattisgarh had asked the Central Government to authorize second-hand vehicle sellers as dealers. After this, changes have been made to the Central Motor Vehicle Rules, 1989. This new rule will come into effect from April 1, 2023. Through this, an exercise is being done to strengthen the ecosystem of the pre-owned vehicle market. Now the market of pre-owned vehicles will be able to take advantage of financial facilities directly by joining the mainstream market.
The market for pre-owned vehicles is slowly gaining momentum in Chhattisgarh. In recent years, the advent of online second-hand car seller platforms, which are involved in the buying and selling of vehicles, have further boosted this market. In the current ecosystem, several legal and financial issues were being faced. During the transfer of the vehicle to the subsequent dealer, the dispute regarding third-party damage liabilities was causing difficulty in the determination of the defaulter.
Raipur Pre-Owned Dealers Association has been demanding for a long time that second-hand vehicle dealers should also be given dealer status like new vehicle dealers. Having a dealer status will help a second-hand dealer to display the vehicle in stock or finance it after purchase. In the event of an accident in a vehicle, assistance will be given in the insurance claim and insurance of the stock can also be done on behalf of the dealer so that in case of any kind of disaster, the loss of the stock is compensated. With this new rule, all these goals will be achieved easily.
