New Delhi: Ahead of the Budget Session 2022, the centre has issued the Code of Conduct stating all attendants of the Budget Session will have to abide by the rules. The direction for the ‘Code of Conduct’ came from the Chairman of the Rajya Sabha, informing that “Committee on Ethics in its Fourth Report presented to the Council on March 14, 2005, and adopted by it on April 20, 2005, had inter alia considered the Code of Conduct for Members enumerated by the Committee in its First Report which was also adopted by the Council.”
Speculations make rounds on the publication of the list in Bulletin Part II on the eve of each Session for information of and compliance by the Members. As communicated, the members of Rajya Sabha should “acknowledge their responsibility to maintain the public trust reposed in them and should work diligently to discharge their mandate for the common good of the people.” Members are deemed to function pleasantly and exercise their rights virtuously. They are obligated to refrain from acts that affect their credibility.
Moreover, discarding the Zero and Question Hour in both the Houses of the parliament for the first two days, the parliament released a notice on Friday that informed that above development. It was also brought to the notice of the members that matters of urgent public importance raised during ‘Zero Hour’ would be taken up on February 2, 2022. It further informed members proposing public matters would have to table notices a day prior between 10:00 hours to 18:00 hours either through the e-portal or manually in the Parliamentary Notice Office.
The Budget session which is scheduled from January 31st from11 am onwards would commence with the President’s address to both the houses in a joint session following which the economic discussions would be tabled.
