A preliminary framework for a possible agreement between the United States and Iran has been making rounds on the internet. The proposed framework includes transferring Iran’s highly enriched uranium stockpile to a mutually agreed third country, reducing its enrichment levels alongside the reopening of the critical waterway, the Strait of Hormuz, to international shipping.

The proposal between the two nations at war is part of a draft agreement aimed at easing tensions and preventing a renewed military confrontation. According to a media report, the framework also envisages direct negotiations between the two countries in Doha, which has been acting as the mediator since the proposal for a truce was laid on the table.

China reportedly acts as a guarantor of the eventual agreement, overseeing its implementation and helping ensure that both sides adhere to their commitments.

Besides, the draft proposes a dispute resolution mechanism involving the mediators and guarantor countries. The arrangement intends to address delays in implementation or alleged violations of the norms before they escalate into a renewed siege.

The proposal comes against the backdrop of intensified diplomatic efforts by Qatar and Pakistan to bring Washington and Tehran on the same side. According to sources familiar with the matter, the Qatari and Pakistani mediation efforts have made progress following the visit of the former delegation to Tehran on Friday.

The delegation was led by the Advisor to Qatar’s Prime Minister and Foreign Minister. Sources reveal that an American delegation is expected to join the discussions in Doha, paving the way for a return to formal negotiations. The mediators are pushing for direct engagement between the two sides, although an agreement to begin face-to-face talks is yet to be confirmed.

On Friday, in a discussion lasting more than twelve hours, between Qatari officials and Iranian representatives in Tehran was reported. The Qatari mediators remained in contact with the White House throughout the discussion. A diplomatic source revealed that positive progress had been made in negotiating terms with both nations to reach an agreement.
