New Delhi: Prime Minister Narendra Modi is likely to speak in the Rajya Sabha on Thursday after Wednesday’s high drama in the Lok Sabha as women MPs from the Opposition gheraoed the Prime Minister’s seat with banners ahead of his scheduled speech. This led to the adjournment of proceedings for the day and Modi did not speak in the House.

It is yet not clear if the PM will speak in the Lok Sabha today. However, a discussion on the Union Budget 2026 is listed on the Lok Sabha’s agenda for Thursday.

High Drama in the Lok Sabha

On Wednesday, the Lok Sabha witnessed unprecedented scenes of protest. As the Prime Minister was scheduled to speak at 5:00 PM, a group of women MPs from the Opposition benches, including members from the Congress and Trinamool Congress, gheraoed the Prime Minister’s seat. Holding banners with slogans like “Do what is right,” the members moved into the Well and toward the Treasury benches.

The protest was primarily centered on two volatile issues:

  1. The Naravane Memoir: Opposition Leader Rahul Gandhi’s insistence on quoting from an unpublished memoir by former Army Chief Gen M.M. Naravane regarding the 2020 China standoff.
  2. Trade Deals: Allegations regarding the transparency of recent trade pacts with the U.S. and EU.

The chaos forced the presiding officer, Sandhya Rai, to adjourn the House for the day almost immediately, preventing the Prime Minister from delivering his address.

Thursday’s Agenda

While the Prime Minister’s presence in the Lok Sabha remains uncertain, the official List of Business for Thursday includes a crucial discussion on the Union Budget 2026–27. Government floor managers are reportedly keen to initiate this debate to ensure legislative timelines are met, even as the Opposition demands that Rahul Gandhi be allowed to complete his speech on the President’s Address.

In the Rajya Sabha, where proceedings have remained relatively stable, PM Modi is likely to utilize the platform to counter the Opposition’s narrative, particularly regarding national security and economic reforms.
