The new rural employment programme, which will be called Viksit Bharat-Guarantee for Rozgar and Ajeevika Mission (Gramin) (VB-G RAM G) Bill, 2025, will put an end to the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA), 2005 which the Union government led by Narendra Modi plans to replace. The proposed bill seeks to establish a holistic rural development system in accordance with the long term vision of Viksit Bharat @2047 by the government.
The new scheme will guarantee rural households 125 days of wage employment annually, which is more than the 100 days guaranteed by the MGNREGA. The jobs will be offered to adult members of rural families who will be willing to perform unskilled manual labor. According to the government, the programme is aimed on empowerment, inclusive growth, convergence of schemes and saturation of development benefits to ensure a prosperous and resilient rural India.
The scheme of VB -G RAM G lays high emphasis on the development of enduring social assets as per the proposed Viksit Bharat National Rural Infrastructure Stack. The priority areas are water conservation and water security projects, core rural infrastructure, livelihood-supporting assets, and special works to reduce the effect of extreme weather events and climate change.
The new scheme will have more financial input by the state governments unlike the MGNREGA which was fully funded by the centre. Although it will remain a Centrally Sponsored Scheme, North-Eastern states, Himalayan states, and certain Union Territories will share the funds in the ratio of 90:10 between the Centre and the states, and other states and Union Territories with legislatures will share the funds in the ratio of 60:40.
Another significant change brought about by the Bill is the prohibition of scheme related workings in the most productive agricultural seasons to make sure that there is sufficient supply of farm labour. Also, it has a clause on unemployment allowance, which prequalifies a candidate to receive compensation in case no job is offered after 15 days of an application.
