One of them was an Afghan national, who was arrested in Pune in connection to a case involving a 45-year-old woman who was arrested on November 23 on suspicion of pretending to be an Indian Administrative Service (IAS) officer in Delhi. Mohammad Ashraf Khil, an Afghan citizen and whom the woman had added in her phone book as OS to Home Minister, and Abhishek Chaudhary were arrested following joint raids by a special squad of the Chhatrapati Sambhajinagar police at the onset of a Saturday, as a police officer put it.

They were both subsequently brought before a Delhi court and put on transit remand. Top authorities affirmed that they were then taken to Chhatrapati Sambhajinagar where they would be subject to rigorous custodial interrogation. Kalpana Trimbakrao Bhagwat, a former senior assistant at Dr. Babasaheb Ambedkar Marathwada University (BAMU) in Maharashtra, was the cooperation leader and was apprehended on charges of document forgery, fake IAS appointment letter and a stay of approximately 6 months in a hotel of star category with a falsified Aadhaar card.

In the remand hearing on Wednesday, police pointed to some horrific trends regarding communications, financial dealings and travel routes made by Bhagwat. These facts were given in a police remand report and they were very alarming in relation to the possibility of cross-border connection. After her arrest, four special police teams were stationed in various places such as Delhi, Noida, Haryana and Rajasthan to trace persons suspected to be in the alleged network of Bhagwat.

Police believe that Bhagwat could have had a larger network with foreigners. Earlier, they discovered that over the last seven years, she had been in close contact with Islamabad based Yama Ghalif who was the brother of Khil. Police suspect that Khil and Chaudhary may be able to give new leads to help unravel the digital, financial and global links that Bhagwat has been using even as a high-ranking bureaucrat.
